Jamie Morgan founded Gray Book Consulting after 17 years in public service across the executive and legislative branches.
Jamie has held leadership roles at the U.S. Department of Defense, U.S. Indo-Pacific Command, the U.S. Senate, the U.S. House Foreign Affairs Committee, and The Economist Group.
Most recently, she served as Director of Regional Affairs for South and Southeast Asia in the Office of the Secretary of Defense. In that role, she led negotiations with 14 Asian nations, supported $1.3 billion in arms transfers to the Indo-Pacific, and launched the Maritime Security Cooperation with $95 million in U.S. security cooperation funding for non-programs of record.
Previously, Jamie served as Team Chief for Research & Engineering. She advised the senior-most defense and technology leaders at the Department of Defense, where she oversaw congressional engagement for $144 billion in RDT&E funding. She worked closely with the Chief Digital and Artificial Intelligence Office and the Defense Innovation Unit to expand their personnel, budget, and acquisition authorities.
Jamie’s earlier roles include leading the House Foreign Affairs Subcommittee on Asia, supporting the Senate Banking Committee’s historic drafting of the Export Control Reform Act of 2018, and passing hundreds of provisions in four National Defense Authorization Act negotiations.
A former Navy intelligence officer, Jamie deployed with Combined Joint Task Force – Operation Inherent Resolve to Iraq from 2019 - 2020. Before entering government, Jamie lived and worked across Southeast Asia.
Jamie holds degrees from Princeton University and Tufts University. She was honored as the Council on Foreign Relations International Affairs Fellow in National Security in 2021, a Visiting Fellow with the Center for a New American Security, a Truman National Security Project Fellow, and awardee for the the German Marshall Fund’s Young Strategists Forum, among other programs.
